PURPOSE
SECTION 3. PURPOSE. – This Code is enacted for the following
purposes:
(a) To
provide city-wide comprehensive legislative mandate for the implementation of
services and programs on youth development of the City Government of Butuan;
(b) To
fulfill its duties and obligations to the youth to ensure full development of
the youth under the law;
(c) To
serve as guiding principles in developing, enhancing, and promoting the welfare
and protection of the youth;
(d) To
create a concrete and feasible avenue for the youth to fully enjoy their rights
and attain their development and protection with the national and international
laws;
(e) To
model any other youth development services and programs by institutions and
parties within the jurisdiction of Butuan City; and
(f) To will
avert many future problems such as school drop-outs, juvenile delinquency, high
rate of teen-age pregnancy, drug abuse and crime, etc.
