Article IV
DEFINITION OF TERMS

SECTION 4. DEFINITION OF TERMS. – As used in this Code, the following terms shall mean as follows:

(a)   “STATE” refers to the Republic of the Philippines;
(b)   “CITY GOVERNMENT OF BUTUAN” (“City Government”) refers to the local government unit of Butuan established by the laws of the Republic of the Philippines for the people, by the people, and of the people of Butuan;
(c)   “YOUTH” is the critical period in a person’s growth and development from the onset of adolescent towards the peak of maturity, self –reliant and responsible adulthood comprising the considerable sector of the population from the age of Fifteen (15) to Thirty (30) years;
(d)   “YOUTH ORGANIZATION” shall refer to those organizations whose membership/composition are youth;
(e)   “YOUTH – SERVING ORGANIZATIONS” shall refer to those registered organizations whose principal programs, projects, and activities are youth – oriented and youth – related;
(f)    “CODE” refers to the anthology of principles, policies, ideals, beliefs, programs, services, and actions to bring forth full development to the youth of Butuan;
(g)   “THE BARANGAY” refers to the local community with system – efficient governance within the vicinity of the City Government;
(h)   PARENTS” refers to the biological and/ or foster person/s that has custody and/or supervision to the youth;
(i)    “YOUTH DEVELOPMENT” refers to the holistic approach and positive outcome in the life stage of the youth bring forth by development mechanisms and measures;
(j)    “BUTUAN YOUTH WELFARE, DEVELOPMENT, AND PROTECTION OFFICE” (“BYWDPO”) refers to the executive department of the City Government to handle prime operations and services for the youth development as specified in this Code;
(k)   “BUTUAN COMPREHENSIVE, AND COORDINATED ACTION PLAN ON YOUTH DEVELOPMENT” (“The Youth Plan”) refers to the compilation of services, plans, programs for the youth development of Butuan;
(l)    “BARANGAY YOUTH DEVELOPMENT PLAN” refers to the barangay-level youth development plan;
(m) “BUTUAN YOUTH WELFARE ADVISORY COUNCIL” (“BYWAC”) refers to the multi – sectoral open participative mechanism to generate advisory, suggestions, guidance, and recommendation on youth development programs and actions as provided for by this Code;
(n)   “BARANGAY YOUTH WELFARE AND DEVELOPMENT COORDINATING OFFICE” (“BYWDCO”) refers to the community – level development mechanism or arm to consolidate, monitor, facilitate, assist, conduct, report, coordinate, and implement youth development programs and services at the barangay level;
(o)   “BUTUAN CITY YOUTH PARLIAMENT” (“The Youth Parliament”) refers to the annual high profile gathering of qualified young Butuanon to tackle issues and concerns of the youth, recommend and pass preventive measures and development programs, and consolidate pressing needs of the Butuanon youth;
(p)   “BUTUAN YOUTH DEVELOPMENT CENTER” (“The Youth Center”) refers to the one – stop – shop recreational center to facilitate daily needs of youth development and welfare affairs;
(q)   “FOREIGN INTERNSHIP AND EXCHANGE DEVELOPMENT PROGRAM” (“FIEDP”) refers to the international internship and exchanges for the Butuanon youth;
(r)    “ANNUAL BUTUAN YOUTH REPORT” (“The Youth Report”) refers to the compendium of results of the interventions, services, statistics, analysis, study, research, and programs applied to mean development into the lives of the youth;
(s)   “LEGAL ASSISTANCE PROGRAM FOR THE YOUTH” (“LAPY”) refers to a legal assistance to youth in time of legal contests;
