ARTICLES I & II


Article I
TITLE

SECTION 1. TITLE. – This Code shall be known as “BUTUAN CITY YOUTH WELFARE, DEVELOPMENT, AND PROTECTION CODE OF 2013” or the “BUTUAN YOUTH CODE.”

Article II
DECLARATION OF POLICY

SECTION 2. DECLARATION OF POLICIES. – The City Government of Butuan recognizes its responsibility to enable the youth to fulfill their vital role to nation – building; to promote and protect the physical, moral, spiritual, intellectual and social well-being of Butuanon youth as Filipinos, inculcating in them patriotism and nationalism, and encouraging their involvement in public and civic affairs.

The City Government of Butuan hereby declares:

(a)   Its adherence to the World Programme of Action for the Youth of the United Nations adopted by the Republic of the Philippines as State-party in 1995;
(b)   That it is the rights of the youth to fully enjoy services and programs to ensure full development, welfare, and protection in accordance with the Universal Declaration of Human Rights of the United Nations;
(c)   Its duties and responsibilities on youth development as imperative as mandated by Article III, Section XIII of the 1987 Philippine Constitution and Republic Act 8044 or otherwise known as Youth In-nation Building Act;
(d)   Its duties and responsibility on responsible parenthood, health care and reproduction in accordance with the Republic Act 10354, and Family Code of the Philippines;
(e)   The “Youth” is the critical period in a person’s growth and development from the onset of adolescent towards the peak of maturity, self –reliant and responsible adulthood comprising the considerable sector of the population from the age of fifteen (15) to thirty (30) years;
(f)    The “Youth” is a potent force for genuine development to bring forth economic progress, peace, security, moral ascendency, and meaningful participation in local governance;
(g)   That to prepare for a good future, the youth must have concrete and legislative authority to address so the needs, issues and concerns;
(h)   That youth developmental services and programs shall remain non – partisan or non – political in nature;  
(i)    That as will yield long-standing returns for local, national and global development;
(j)    As an investment in human capital; and
(k)   The recognition of their unique perspectives and contributions must be taken into account in order for youth to fully realize their potential and for governments to fulfill human rights obligations and democratic principles.
